Hace casi un mes, una llamada inquietó al periodista Juan Carlos Calderón, gerente regional de Diario Expreso.
La Comisión Ocasional de Comunicación de la Asamblea le pedía que integre el Comité Consultivo que asesore a los legisladores en la creación la nueva ley comunicación. En primera instancia creyó que era una posibilidad de generar consensos.
Sin embargo, con el pasar del tiempo, dicha propuesta se quedó en palabras y nunca le notificaron oficialmente. “Fue simplemente algo verbal. Luego la comisión dijo que habíamos sido nombrados, pero eso no puede suceder, porque soy funcionario privado y no pueden notificarme”, explicó Calderón.
Betty Carrillo, asambleísta de PAIS, informó que el periodista sí fue designado para integrar el grupo asesor, recalcando que en el transcurso de esta semana será llamado a participar en las mesas de diálogo.
Pero Calderón decidió no participar, pues “buscan imponer los contenidos de la ley desde la Presidencia de la República. No existe, dentro de la Asamblea, la voluntad política de tener una opinión independiente”.
Cuestionó si el trabajo de la comisión será ejecutado de forma eficiente, ya que sus integrantes todavía no conocen el papel que van a desempeñar y sus criterios serán vinculantes. En ese punto, la última palabra la tendrán los 11 asambleístas que integran esa instancia legislativa, o como también anotó el comunicador Carlos Vera ante la presentación de su libro ‘Nunca Mordaza’, la decisión será únicamente del “dictador” Rafael Correa.
Lo cierto es que Calderón no intervendrá en el Comité. “Estar ahí es avalizar un proceso totalmente irregular y discriminatorio contra el ejercicio profesional”.
Consejo de Comunicación
En el proyecto de ley del Gobierno se plantea la creación del Consejo Nacional de Comunicación e Información, conformado en su mayoría por miembros del Ejecutivo, de la Asamblea y del Consejo de Participación Ciudadana. Calderón lo califica de sancionador y que permitirá al Jefe de Estado cerrar medios de comunicación. “Una entidad que controle y censure la información no ha sido creada ni siquiera bajo la dictadura española de Francisco Franco”, contextualiza.
Historia
Calderón recuerda que los gobiernos ecuatorianos siempre han tratado de manipular y controlar la información, pero dice que el régimen de Correa “ha sido el campeón de esa clase de prácticas, a través de su fastidiosa publicidad en radio y televisión”.
No obstante, el periodista no siente preocupación por lo que pueda suceder. “Quienes hemos ejercido el periodismo por muchos años, entendemos las intenciones autoritarias de perseguir a quienes los denuncian”.
Ante cualquier escenario adverso, la prensa debe seguir cumpliendo su rol de informar, dijo Calderón, independientemente de si existe una ley de comunicación.
¿Qué es el Comité Consultivo?
Se trata de 11 expertos en áreas de la comunicación, quienes emitirán criterios desde la generación de opinión pública hasta la cobertura de hechos noticiosos. “Ellos asesorarán a los asambleístas sobre determinados puntos de la ley que tornen complejos y requieran un análisis más profundo”, explicó Betty Carrillo, asambleísta de PAIS.
La lista fue elaborada por los legisladores María Augusta Calle (PAIS) y César Montúfar (CND). Los funcionarios fueron seleccionados de 27 aspirantes. El perfil de los delegados corresponde a personas con experiencia en medios masivos, así como estudiosos de la materia.
Los delegados no acudirán a las reuniones de la Comisión, pues únicamente se dedicarán a brindar asesorías en temas técnico-comunicativos. Además, Carrillo recalcó que no podrán tomar decisiones sobre el cuerpo legal.
Miguel Rivadeneira, de Ecuadoradio; y César Montúfar, director de la Fundación Andina para la Observación y Estudio de Medios, también se excusaron de participar. El primero dijo que aportará al debate desde la trinchera del periodismo y el otro desde la observación y el análisis.
Su trayectoria
Calderón nació en la ciudad de Pasaje (El Oro), el 7 de junio de 1963. Cursó sus estudios en la Universidad Central, obteniendo la licenciatura en Comunicación Social. También posee una maestría sobre Estudios Culturales en la Universidad Andina Simón Bolívar.
Ha sido editor y jefe de información en Diario Hoy, revista Vistazo y otros medios impresos. En la actualidad se desempeña como gerente y representante del grupo Granasa (Diario Expreso).
